DGA and CNES sign new memorandum on dual-use research

Laurent Collet-Billon, Head of DGA, the French defence procurement agency, and CNES President Jean-Yves Le Gall have signed a new memorandum on dual-use research in the field of space.

The French defence procurement agency DGA oversees CNES on behalf of the Ministry of Defence in conjunction with the Secretariat of State for Higher Education and Research.

DGA and CNES fund R&T projects designed to give the French armed forces effective, reliable and affordable space systems and to maintain French industry at the cutting edge and keep it competitive. From the outset, DGA and CNES have worked together to plan space projects and on the use of dual-use research funding allocated through DGA to CNES as part of France’s LOLF 191 (budget statute) dual-use research programme.

The memorandum signed by Laurent Collet-Billon and Jean-Yves Le Gall aims to optimize coordination and further improve cooperation between the two agencies in planning R&T and demonstrator projects. In particular, it governs procedures for concertation between DGA and CNES as well as those covering research priorities and the payment and use of CNES’s subsidy.

On this occasion, CNES President Jean-Yves Le Gall commented: “CNES is very pleased to have signed this memorandum giving new impetus to our cooperation with DGA. The organization it establishes will optimize this cooperation and allow CNES to continue exploiting its expertise and innovation capabilities to serve the Ministry of Defence.”
